Nobody Reads the Ingredients on the Tray: A Student's Guide to PFAS in Cafeteria Packaging

Every argument about clean school lunch happens inside the food. The dyes, the preservatives, the sugar, the sodium. Almost none of it happens in the thing the food is sitting in. The paper boat under the pizza, the molded fiber bowl under the chicken and rice, the wrapper around the breakfast sandwich. None of that has an ingredient list, and none of it comes up at a school board meeting.
For years a lot of that packaging was treated with PFAS, a family of synthetic chemicals used to stop grease and moisture from soaking through paper. The main source of that exposure has now been shut down, which is real progress. But it was shut down through a voluntary agreement rather than a ban, and voluntary agreements have edges. Here is what changed, what did not, and how to find out what your own cafeteria is serving food on.

Why a Paper Tray Gets a Chemical Coating at All
Paper and grease do not get along. Put a hot slice of cheese pizza on untreated paperboard and you have a translucent, floppy mess before you reach your table. Cafeterias serve hot, oily food to hundreds of students in a twenty minute window, which is close to the worst case scenario for a paper container.
So manufacturers coat the paper with grease-proofing agents. PFAS were the industry favorite for a simple reason: they repel oil and water at the same time, and almost nothing else does both that well. The coating was never decoration. It was doing a job, which is exactly why replacing it took so long.
What "Forever Chemicals" Actually Means
PFAS stands for per- and polyfluoroalkyl substances, a group of thousands of compounds built around carbon-fluorine bonds. That bond is one of the strongest in organic chemistry. It is the reason the coating survives a hot lunch, and it is also the reason the chemicals do not break down in soil, water, or people. Hence the nickname.
The FDA's own scientists raised the flag. In spring 2020 the agency published a scientific review that raised safety questions about exposure to 6:2 FTOH, a fluorotelomer alcohol used in grease-proofers on paper food packaging. The concern was not the packaging sitting in a warehouse. It was migration, chemicals moving out of the container and into the food, which happens fastest when the food is hot and greasy.

The FDA Closed the Main Door in 2024
On February 28, 2024, the FDA announced that grease-proofing substances containing PFAS are no longer being sold by manufacturers for food contact use in the United States. The agency called it the elimination of the primary source of dietary PFAS exposure from authorized food contact uses. The FDA later determined that 35 food contact notifications related to PFAS were no longer effective.
That is a genuine win, and it is worth saying so. It is also worth reading the fine print. The phase-out was a set of voluntary agreements with industry, not a prohibition, and it governs what gets sold going forward. Inventory already sitting in distributor warehouses and district storerooms works its way through the system on its own schedule. The agreements also targeted grease-proofers specifically, not every possible PFAS use in food contact materials.
"Compostable" Does Not Automatically Mean Clean
This is the part that surprises people. When independent labs screened food packaging for fluorine, the molded fiber bowls marketed as compostable came back among the highest of any category tested, averaging roughly 1,670 parts per million fluorine in one widely cited round of testing. The green branding and the chemistry were pointing in opposite directions.
There is a testing catch too. Standard targeted PFAS panels look for a specific list of known compounds, and in those molded fiber samples the targeted analysis accounted for less than one percent of the total organic fluorine present. Most of what was there simply was not on the list. That is why a supplier saying "PFAS-free" is not the same as a supplier proving it. Credible certification requires lab testing showing total organic fluorine under 100 ppm plus a signed declaration that no PFAS were intentionally added.
Your State May Already Have a Law
At least a dozen states now restrict PFAS in food packaging, and the dates matter. New York has prohibited the sale and distribution of disposable food service containers with intentionally added PFAS since 2022. Washington banned it in pizza boxes and food boats in February 2023, then expanded in May 2024 to bags, sleeves, plates, trays, and clamshells. Maine begins enforcing a ban across nine categories of plant-fiber food contact packaging on May 25, 2026. Kansas takes effect in 2027 under HB 2674.
Here is the gap students can close. These laws regulate what may be sold in the state. Nobody comes to inspect the closet behind your serving line. If your district bought a two-year supply of fiber bowls in 2023, the law did not empty the shelf.

How to Check Your Own Cafeteria
Start with the object. Flip over a boat or bowl and photograph any printing on the bottom, then ask your food service office for the product name and manufacturer of the disposable serviceware. This is not a confrontational question. Directors order this stuff from a catalog and usually have the answer in two minutes.
Then ask for the spec sheet. Every foodservice disposable has one. You want two things in writing from the supplier: whether there is intentionally added PFAS, and whether third-party testing shows total organic fluorine under 100 ppm. A supplier that has done the work will send documentation. A supplier that has not will send adjectives.
The real leverage is the next purchase, not the current shelf. Ask when the serviceware contract comes up for bid, then propose one line for the specification: no intentionally added PFAS, documented by third-party testing. Writing a sentence into a bid costs the district nothing. Throwing out inventory mid-year costs money, which is why that ask usually loses and this one usually wins.
And if your school still has a working dish machine, say the obvious thing out loud. A reusable tray has no coating to ask questions about.
The Container Is Part of the Meal
Clean lunch campaigns get very good at reading ingredient labels and then stop at the edge of the food. But a chemical that migrates out of a hot container and into your lunch is part of your lunch, whether or not anyone printed it on a label. The federal phase-out did the hardest part. Checking that it actually reached your building is work that only someone standing in that building can do.
